New Delhi, June 12, 2025, New Delhi Municipal Council (NDMC) in its Council Meeting held today was presided over by Hon’ble Minister, Delhi Govt – Shri Parvesh Sahib Singh Verma in the presence of MP New Delhi, Ms. Bansuri Swaraj, Chairperson – NDMC, Shri. Keshav Chandra, Vice-Chairperson- Shri Kuljeet Singh Chahal, MLA & Member NDMC, Shri Virender Singh Kadian, Council Members – Shri Anil Valmiki and Smt. Sarita Tomar considered and approved the various proposals included in the Agenda.
After the Council Meeting, a press conference was addressed by NDMC Vice Chairman Shri Kuljeet Singh Chahal, during which he briefed the media on several key proposals that were considered and approved. These proposals focus on enhancing citizen services and strengthening infrastructure, in alignment with the Hon’ble Prime Minister Shri Narendra Modi Ji’s vision of a Viksit Bharat@2047.
Chahal informed that the important proposals which have been accorded by the Council today as per following:-
1. Procurement of 120 MW Firm and Dispatchable Renewable Energy (FDRE) Power on Long Term basis (25 years)
The peak demand of NDMC recorded around 412 MW against the availability of 304 MW of power. There is deficit of around108 MW which is procured through renewable source to meet its peak demand as well as to meet Renewable Power Obligation (RPO) by call of tender at the Deep Portal (Discovery of Efficient Electricity Price) of GOI.
The case is submitted before Council and approved the proposal for procurement of 120 MW firm and Dispatchable Power from Grid connected Renewable Energy Power Project with Energy Storage System on Long Term basis (25 years) Hybrid through M/s NHPC Ltd. to meet the base power demand of NDMC and Renewable Power Obligations (RPO) as well. The Tariff of supply for 25 years is Rs. 4.62/ Kwh including trading margin @7 paisa per unit.
2. Procurement of Smart Energy Meters for Mass replacement of existing static type operated electronic energy meters.
The work of implementing AMI/IT and SCADA in NDMC on ‘OPEX’ model was awarded to M/s Energy Efficiency Service Ltd. (EESL). EESL replaced the LT direct current 1-phase, 3-Phase & CT operated Smart Meters against this Agreement. After availability of BIS certified HT Smart Meters in market, Technical specifications of HT CT smart meters provided by M/s EESL, were finalized by Technical Sub-Committee and duly communicated.
Further, after conclusion of the meetings, concerned Department apprised that HT Smart meters generate around 60% of revenue collection of NDMC, therefore, it was deliberated that Commercial Department may parallelly explore for procurement of CT operated HT Smart meters by themselves.
Council accorded Administrative Approval & Expenditure Sanction amounting to Rs. 4,56,10,637/- to the Premilarly Estimate for the work of Procurement of LT CT & HT CT Smart Energy Meters for Mass replacement of existing static type LT & HT CT operated electronic energy meters.
3. Providing & fixing new smart water meters in place of mechanical water meter /damaged water meter in NDMC area.
Presently 20709 water connections are existing in NDMC area. A proposal amounting to Rs.13.98 crore for replacing 5397 nos. defective mechanical water meter by smart water meters has already been processed and is currently at tendering stage. The instant proposal is to replace remaining 15312 nos. mechanical water meter with Smart Water Meter in NDMC area.
